thank you for report. The offline search should be case-insensitive. But it seems that does not work properly for non ascii character. We'll focus on it.

finally we implemented the fix for this issue. You need to use the latest Locus app version (3.22.x) and the latest LoMaps in version 2017.03.14. Please note that this version of LoMaps will be released in next 7 days.
