The Australian government make available digital topo makes from 2008 with a scale of 1:250000
The web page indicates it supports WMS and other formats.

Hi Matt,
this map is already available via Locus Store for offline usage, but in some old way. Please open to the Menu > Store > Oceania > Australia > Territory > and download maps from "ShoddyNet". After downloading are maps placed in Menu > Data > Items. "The old way" means that maps are separated into lots of small parts but you can display multiple parts via Data > Items
