Maybe you boght first version not from google play (eg. AndrioPit) ?

But i'm sure, you don't have to pay again.

Yes there is no need for additional payment. What is required is to have exactly same Google account on both devices. If you really have it and it do not work, then it has to be some problem on your device. In this case you should try restart of device or clean a cache of Google Play app.

Anyway

- if you purchased Locus on Google play then you have to use same accouts on both devices

- if you purchased Locus on AndroitPit, same as above and you also needs to have installed AppCenter app
