I paid and money debited from my credit card... but software did not appear on my Apps screen.What options should I iinvestigate?

What you can see in Google Play screen if you want to install purchased Locus app?
Also please check if you are using the same account in your device as you are using for purchasing of apps. Locus license is paired with your account.
