I bought a vector map to my nexus7 tablet. I also use galaxy S4. Can I simply copy this vector map from one device to second?

You can copy file manually but better way is download file again from store. If you download/purchase map in new Locus Store (from version 3.x) you can download again these maps in the same version for free (for one year).
