Stop putting multiple vector maps for a single country into a separate folder

When I download maps for a country that is split into separate maps for certain regions, I'd like to have that country as a folder within the "EUROPE" main folder. Now I have my european maps listed as single files for each country in that folder, but Germany is put aside just because it consists of more than one map file. Germany is also Europe and it doesn't make sense why it should be kept in a separate folder. It makes things messy.
