Geocaching 161m circle fixes/improvements

The radius limit circles are only drawn when the cache/waypoint at the center is visible, but quite often when using the feature you are interested in very detailed knowledge at the outer edge to know if it overlaps another, which unfortunately results in them vanishing when you try to zoom in. The circles should be shown if any part of them would be visible.

It would also be useful to have the ability to enable them around G4L live map caches and not just offline folders.
