is test for max folder level of 6 correct?

I'm trying to move the folder "2025" & subfolders. It is 5 levels deep. Here is the hierarchy:-

1 root
2  2025
3   trips
4    <country>
5      tracks

I'm trying to move "2025" to:-

1 root
2  older
3   2025
4    trips
5     <country>
6       tracks

So it would be 6 levels, but am prevented. Is the test maybe off-by-1? I guess the limit is somewhat arbitrary. Originally I even had a 7th level so I merged those tracks into the one folder to workaround the limit, currently to no avail.
