Filtering measured data after saving, because of velocity-problems

First of all, I have read a lot of threads, describing a similar problem, but found no hint to solve it.

The representation of the speed in the diagram shows with every form of filtering, - not at all up to high - still strong jumps up to 25/30% between minimum and maximum values ​​in direct chronological order.

Is it possible or conceivable to install a retrofit filter that levels these curves? Gladly with a field in which the formula for the calculation can be adjusted by the user himself! The latter removes the task from the programmer to the user.
