Is there a utility that consolidates map database files?

I know offline maps in the same folder are merged...

I would like a utility either on android or a PC that would let me combine maps that I have downloaded into a single file

Why?

I do not have very much storage space on android on the phone, and Locus does not let me download directly to my flash card. So I can download some, and copy it to the flash card.

I end up with a number of overlapping downloaded maps, so I want a utility that will take out all of the overlapping tiles at each level, and consolidate the combined maps into one database file.

Ideally if any optimization is required after doing that, it would also perform that.
