OGC Geopackage Support

Hi,

I would like to request support for the OGC Geopackage spec for use as a custom map source.

The reason for this is it is supported as a raster output in GDAL, making creation of custom maps from Geotiff or other external map sources VERY easy. Curently it is the most supported sqlite based format straight out of GDAL. MBTiles and Rasterlite is supported for Read only, so creation of custom maps is not yet possible.
