from your question isn't clear if you want to write own add-on, or you want that someone wrote any add-on.
Anyway
1. feature to send data on custom server in Locus already exists, check "Live tracking" in menu > more
2. It's also possible to write own add-on. Locus API allows this, just check existing API here https://code.google.com/p/android-locus-map/

Live tracking is quite powerful, but if you'll miss some basic there, let me know. There are know limitations, for example on security etc. , but it's currently not on roadplan, so if you need some more advanced solution, own add-on will be better choice.
