https://docs.locusmap.eu/doku.php?id=manual:user_guide:maps_wms&s[]=weather tells "tap in the lower right corner and select Web Services library". My v3.65.0 looks different (no popup window but a slide in from the bottom) and has more menu entries and the referenced one has a different label "add from library".
