I just got Locus Pro and looking for topo maps covering Taiwan, can't find them in the app. I downloaded map tweak but the extra maps didn't show up even after a phone reboot.

I'm not sure if there are any local Taiwan topo map so I can only suggest to try some from global topo maps that are available in Locus.
You can try to download Locus vector maps: http://docs.locusmap.eu/doku.php?id=manual:maps:get_vector_maps
Also try please: Locus > Menu> Maps > Online > 4Umaps that are quite interesting topo maps that are available for Taiwan.
