Meaning of numbers in top right of POI folder?

What's the meaning of the numbers in top right of POI folder? Until recently I thought it's <visible items / all items in folder> but that does e.g. not match the folder in the screenshot

In case it shall display the amout of visible items: After deleting POIs I first observed the mismatch.

These numbers say exactly what you wrote. Anyway both numbers are cached to save a little CPU during frequent visit of point folders. So it's possible that there are cases, when these numbers do not refresh correctly.
