Which map (online/offline?) and which theme are you using?
If you use OAM offline maps, the administrative boundaries can be shown or hidden in the standard "Elevate" theme. This is also possible in many other third-party themes.
You can also customise the Elevate theme (edit with Editor) and make the boundaries thicker and/or change their colour to suit your taste, so that they stand out even more clearly.

You could create individual tracks of the boundaries and put them in a folder. Then show or hide the folder.
