Strange first search dialog with title: "Move to ..."

When I tap the search symbol, I end up in a full screen dialog with title "Move to ..." Right of it is a pencil und a close button. There is no input field at all. Is this really the way,
Is this really entended? What can I do different, to come to the dialog described in the manual?
