Scrolling around the map doesn't change the scale bar.

Not a Problem

The scale should dynamically change when scrolling to different lattitudes. Instead the scale only changes correctly when the zoom changes.

Hi,

The map is a 2D expression of landscape, and its scale is constant within one zoom layer.

Sorry, you're incorrect. Mercator projection maps degrees longitude to a fixed display horizontal width. The distance between those degrees goes to 0 at the poles, so mapping 0 distance to a fixed pixel width trends to an infinite horizontal scale distance.

Also, to keep map objects orientated correctly on the 2d representation, Mercator also changes the number of vertical pixels to lattitude degrees.
