Locus Map is activating GPS on it's own

I tell Locus Map not to use Location, stop it and also disable the GPS
in the system. Locus Map still does activate the GPS in system and uses up all the power by doing this.
How can i stop this behavior?

Locus Map is not able to control your system GPS. This can be done only by system or in case of rooted devices.
