For tracks, this functionality really seems to be missing.
However, as a workaround you can export a track and import it again...

menion could simply allow to "join" a single track, which would equal copying.

In current (2.19.0+) Locus version is possible to select a track in list of track (in your folder) and from bottom menu choose "Copy".
