Groups can´t be created

Hello menion
in german board we discussed a problem, some users can´t create "Groups" in Points tab

After long discussion i´ve deleted all my groups in "points tab" and after this it´s also not possible for me to create a new (first) group.
After click on 3-dot button top right/Groups/popup "No groups" no large blue+ button appeares.
The same problem
