Is it possible to create and map out new tracks when offline (on an offline map)?

I tried to measure the distance between two points. The result was only the direct shortest distance rather than an actually walkable route.

Thank you. I tried BRouter but it won't find a starting point and a route in a remote area (the Godeanu mountains, Romania). It seems to be able only to track in inhabited places and roads. Any suggestions?
