Is there a limitation on the offline Locus maps in the pro version? It should be the complete world package....

There are detailed instructions how to move data between old and new device http://docs.locusmap.eu/doku.php?id=manual:faq:move_to_new_device_sd_card
Regarding offline maps - you can move them manually or download (some off them) again from Locus Store. Important: KOMPASS and SHOCart (Freytag and bernt) can be downloaded only once.
