Sorry, need to elaborate. This is a samsung galaxy 3 and immediately after buying locus pro at the android play store I started it and loaded the first map on the list called map quest classic (appears per info option it is dated 2011) . Way out of date. There are numerous other map options available. If I want to use offline Maps for Alberta Canada, and some northern states, what is my best option?

MapQuest is a onlinemap.
You can copy brandnew maps on your device and add to Locus.
Locus should knowing this map formats: http://docs.locusmap.eu/doku.php/manu...
Maybe the community here or Google can help you to find maps for Alberta Canada.

You can also download online maps for offline usage. In online tab of map manager is map called 4UMaps which partly cover Alberta state and looks well.

And if you go to Alberta, you may be interested in contour lines ?
Here you go (200 MB to be put into the vectormaps subdirectory of Locus - only the map file from the zip, but copy the Themes to the resp. directory as well):
