Can I use bought maps (in sql format) in other programs (f.e. Ozi explorer)? Or can this format be exported in other format?

I dont know Ozi explorer
but you can convert sqlite eg with MOBAC similar to this manual:

I can only confirm gynta answer. There maybe exists some tools that may convert SQLite maps (suggest to check also mapc2mapc), but I also have no experience with this
