I have downloaded hem from openstreetmap..org by using the program navimapper for selecting the required area.

Gynta already wrote everything important. Nmap format is not supported in Locus. Anyway Locus itself is able to download lots online maps for offline usage.

You can also use Mobac SW, which allow create offline maps for Locus from online map servers.
