How do i increase the maximum zoom level?

Which basemap are you trying to increase the maximum zoom for?
Generally maps are delivered with resolution limits / zoom levels
You can increase the max zoom (although still using the same imagery available) by going to
Settings -> Maps -> Advanced Features -> Magnify All Maps
From there you can add additional scaling to the map imagery 200% - 800%
