Locus Map is a navigation app for leisure time activities outdoors - hiking, biking, mountaineering, geocaching... etc. The proposed feature is way out of the app's topic. Nevertheless, it supports adding external maps in various formats, see https://docs.locusmap.app/doku.php?id=manual:user_guide:maps_external or WMS services, see https://docs.locusmap.app/doku.php?id=manual:user_guide:maps_wms. Perhaps with these options you can display the map from the Floodmap project.
