GPS not working at all. without location permission "allways" Google Pixel 2

GPS is not working at all (other Apps with GPS are working) when the Location permission is set to only when active.
When permission is set to "Allways" it is working.

Locus Map needs the "always" permission as the core of its use is in the background activity - track recording, live tracking, guidance to a geocache, navigation, all this can run when the display is off. Unfortunately, Android 10 doesn't consider background activity of an app as "using" the app. Therefore, "only when active" permission is not relevant for Locus. Nevertheless, we realize that this can be confusing for some users so beginning with Locus 3.47, the app can get GPS location even when "only when active" permission is on. But when the display goes off, GPS location will be lost and track recording will not draw the track correctly.
