High precision OpenLocationCode

OpenLocationCode aka Pluscode can have higher precision. It's described in Googles github docs... An 11th character IIRC should create 2m precision...

Please add high precision OLC as well. You can extend the attached setting.

Example: 9F39MG6F+48J

Edit: You could even offer 12 chars...

I do not use or know precisely OpenLocationCode, so I've just improved the code a little so in the next version, two additional characters should be added. Try it and let me know, thanks.

It works well; the high precision setting should also tell about the OLC high precision.
