After a update of lomo map of Montenegro there is no more map layer except basic layer.

please, update the app to the latest version.
All LoMaps were recently updated to the Mapsforge V4 and you need the latest app that can handle it.
By mistake (now fixed) Locus Store let you download that new map without a proper version of the app itself.

I have locus map pro i bought it from amazon long time ago. And now there is no update on amazon app store. Only on google play there is locus map 4 free

we withdrew Locus from the Amazon store a few years ago, because we have repeatedly blocked updates for no reason and without any communication from Amazon side.
But the updates are still produced and you can download them here: http://bit.ly/lmVersions
If you want, you can of course update to the LM4. As a PRO user, you can use the Subscription discount for Pro users
