Zoom level is stuck on maximum

Not a Problem

Just in the last few days I have a problem zooming out. The map is always zoomed in to the maximum zoom level (maybe 15 or 16). I can still zoom the map within that fixed level (so level 15 can go 56% to 1800%). It happens with any map, online or offline. I don't think it was after any update. Any idea what the problem might be? Thanks.
