a single word on function panel

Hi
there is a single word("year") on top and weather panel when i set language of chinese, but all is good in english

What I try to do, is a format date without an year. Not a simple task in Java :).
I used this method http://stackoverflow.com/a/3794059/836138 , where is nice comment from Matthias, which describe exactly your problem.
Below is one more universal suggestion, so I've changed it to new system and please let me know after you try next Locus version, if problem is still there. Thanks
