as I'm searching, it seems that this feature is just an alternative to something like hangout etc, right? On geocaching.com page is wrote that this feature is in some beta version.
No matter if number of votes convince me to do this feature or not, it is required to have an official support for this in Geocaching API. And because speed on changes and improvements in this API is close to zero, I'm worried that ... you probably understand. But we will see ...

Well, it's not an alternative to hangouts, it's something Groundspeak introduced to replace the email system to make geocaching more social, cause the emails were slow and you could never reply directly. So now there's a messaging button in the top right corner on gc.com and you can basically chat both online and offline with other players.
The thing is that it's not very useful when you don't have it in your phone cause the whole point is that the geocaching app notifies you that you got a new message and you can answer directly. But in order to do this I have to have the official Geocaching app installed. I don't like it cause it doesn't do anything right so I thought it would be great if Locus could manage to do it as well.
And sure, I do understand it's not on the top of the priority list and that it might even not be possible to do. As always, it's just an idea :)

Anyway latest version of groundspeak API is here https://api.groundspeak.com/LiveV6/geocaching.svc/help , unchanged for a long time. Their app use different, more advanced private API - well known fact.
