Allow disabling of commands during navigation

At present there is a guidance setting "Set notification of the next direction change".

This setting could be equally useful during navigation as well as guidance. For example when creating a track with offline BRouter, or recalculating a route, a waypoint is created for every minor turn meaning the display is continually turning on/off with upcoming navigation commands - see this topic. By supporting this setting in the Quick Settings panel during navigation a user could easily disable these commands but still retain navigation functionality.
