because HR monitors are usually useless without a track recording (if not, I'll gladly listen some use-case), this option (automatic start) may be enable in any profile for track recording.
Please check: http://docs.locusmap.eu/doku.php?id=manual:user_guide:tracks:recording:profiles_settings , settings called "Hardware devices".

EDIT: just for your information - in latest version 3.16.0 is bad issue with connecting to BT4 monitors on some devices. Sorry for this, issue will be fixed in next version.
