No free things are really free for their providers, especially if the providing is part of the working for the living. Even free love of parents cost them a lot, literally and figurally.
Generation of world wide set of maps from OSM sources definitely is not free, and price is rather a symbolic support. But you are free to generate them by your own.

I assume, you mean LoMaps which are based on OSM.
First, I would like to mention a really symbolic price for vector LoMaps in Locus app. The price is for storage on servers and especially an added value in the form of themes and other adjustments in maps.
All vector LoMaps are prepared in Locus Store for simply and easy download.
Also it is necessary to mention, that you can use your own vector maps in Locus app, there is not needed to pay for maps.
And the last point - there are 3 LoMaps for free prepared for you in Locus Store as a gift.
