Can MAP files be opened and read on a Windows PC?

I downloaded a map of Nordrhein Westfalen, Germany. When extracted it is about 527MB. I was advised to use FileView Pro to open it but I wasn't sure what I was doing. Can this type of MAP file be opened and read on a a Windows PC? Or can they only be used on specialised devices (Android?)

On a PC, the Atlas progam (http://wiki.openstreetmap.org/wiki/Atlas_%28navigation_application%29) can show Mapsforge .map files.

I do not know this FileView Pro - did you download on your Android ? Or on your PC ?

Sorry I cannot remember how I was put in touch with FileViewPro. It might be something to do with Solvusoft. But both the MAP file and this FileviewPro programme were downloaded on to my PC. The Map I downloaded may have come from OpenAndro Maps but as it doesn’t say in the file Properties I cannot be sure. But it’s title is nordrhein-westfalen.map and it’s described as a MAP file under ‘type’. Do you think the wiki.openstreetmap.org programme will open it? It could even be a map from them as I have been on their website too.
