Hello Yaroslav,
some devices do not allow to rotate screen completely up-side-down. Mainly in the case of devices with any hardware button(s).
Are you able to rotate manually or in any other application screen into a reverse portrait? If not, it most probably your device does not support.

I'm checking if it's somehow possible to detect if this orientation is possible or not and can't find anything useful :/.
Only found one app that you may try ( https://play.google.com/store/apps/details?id=bong.android.androidlock&hl=en ), that may a) check if this orientation really does not work or b) show that there is some workaround how to do it.
And in Locus Map, probably best to add small hint "may not be supported on all devices" :).
