Draw over other apps function seems blocked on my phone

I just downloaded Locus map but am unable to open it as my Samsung wont allow me to toggle on the draw over other apps function. Any suggestions?

Good day Pam,

this is very interesting problem I never saw before. After some search, I found this page http://android.stackexchange.com/questions/126798/screen-overlay-detected-dialog with similar problem. Please check it, I hope it helps. Seems that problem may be caused by using some other application that display something over display, but definitely not by Locus itself.

The "draw over other apps" setting is blocked on my Alcatel Aprise. Here's proof how it's not showing up. It's not even in the "special access" tab.

In order to open the locus app, my phone requires me to accept the draw over other apps function, but the switch won't toggle on. Here is the screen shot. The second screen shot is the notice that pops up which leads to the draw over other apps page. Does this help?

Last night I told my 17 yo son about the problem. He turned off every app that had permission to draw over other apps and now Locus works! Hope this helps anyone else with the same issue! Thanks everyone for your help also!

I have an Alcatel Apprise, I've been trying to allow draw over other apps but it says that the draw over apps feature is unavailable because it slows down my phone, is there a way to override this? I just want to use S'more so I can earn gift cards.
