Locus doesn't support this format and there is no plan for implementation
I can only suggest to use QGIS to convert data into *.mbtiles format as described at http://discuss.locusgis.com/t/how-to-import-geotiff/26
The article expect geotiff on input but it should work with any other raster data supported in QGIS
