Can I ask for version of your Android system, please? I only to be sure that issue is not caused due to write permission on Android KitKat.
However I guess that there is something wrong with mentioned file. This file is only temporary cache for MapQuest map. You can simple delete it.

Close ticked due to inactivity but I guess that your issue is very likely caused due to limitation on Android 4.4 and higher. Please see the article: http://docs.locusmap.eu/doku.php?id=manual:faq:use_sdcard_on_kitkat
