this is not so simple idea, mainly because of complexity of Locus, so I have to say no. It`s from my point of view, useful for smaller apps that have some "simple" feature, but not for something like Locus
Instead of making Locus floating, I suggest to use separating screen for two running apps (if your device may do it)
