Good day Gerhard,
As I see on Jawbone UP3 homepage, this device communicate over BT4 protocol. Locus already support HRM monitors over BT4, so generally it should work. So if this Jawbone UP3 provide heart rate values, Locus should be able to read it.
Did you tried in Bluetooth manager connect over option "Heart rate monitor (BT4.0)"? This should work.
