I buy via paypal gifts a "gutscheincode" ("gift coupon" in englisch i think) for the google play store. Sorry the link leeds to a german internet site. So I hope this opportunity is also valid for your contry. Gift coupons are available in petrol stations, shopping centers ... in Germany too.
Then I fill my balance in the google play store with the gift coupon.
So I am able to buy locoins in the locus store without a credit card.
