Locus AR addon is not allowed in my country?

For some reason i can't install this augmented reality addon to use with my locus.
On my phone it just doesn't appear in search results on google play. And when i try to install it from browser i get not available in your country message.
Is this a bug or there is some legitimate reason i can't install this addon in Ukraine?
