Hi,
Geocaching4Locus tested and no problem with its functioning in Kazakhstan or Kyrgyzstan, see the live map displaying basic caches in Astana and Almaty:
The problem in Kazakhstan is - very few geocaches, see a crop from the Geocaching.com website map:
So when you open the live map in some distant area, there are simply no caches around.
