Meaning of the cut off viewing direction line

I want to know why the orange viewing direction line is sometimes cut off?
Is this a bug or a feature?

thanks for your reply.
I use 3.1.3 at the moment (can`t update apps on my android-device at the moment).
I will report again after updating to 3.2.3 if the bug is still there or not.
