I would like to use Locus Pro on my phone and on a tablet. Is it necessary to repurchase maps for the second device? Or should the tablet know which maps I have purchased for my phone?

you can use your purchased Locus Pro on multiple devices provided both devices use the same Google Play account - no need of repurchase. Maps are purchased in Locus Store and your purchases are registered. You can download LoMaps as often as you need on both devices but maps of third party companies (Kompass, Outdooractive, Swisstopo, Neotreks etc.) must be saved and moved to the other device manually (via Dropbox etc.)
