If you're willing to experiment, it may be possible to convert the BLM's free maps (distributed in GeoPDF format) into a format readable by Locus Map (SQLite).
Software to convert from one file-format (Mapc2Mapc) to another is available here (free demo and paid version). Full disclosure, I have never used it but it is often mentioned on the Locus Map forum.
NOTE: I haven't compared costs but Michal's suggestion to purchase the NeoTreks maps map be less expensive (and more convenient) than my suggestion.

@TarasD - thanks for this solution. It may be less user friendly but definitely cheaper (if BLM pdfs are really free) and with better map results. NeoTreks doesn't contain BLM maps, just borders of BLM areas

Yeah sometimes i get going to fast. I work in an environment where "just the facts" is the only form of communication that moves you foward.

i got it work using GDAL "gdal-110-1600-x64-core.msi"
For example i´ve downloaded "EAST - 2016 Arizona Strip Visitor Map.pdf" ~17MB
opened it with e.g. FoxitReader, hide "interpretative text layer" and stored it,
load this modified pdf via GDAL to Mapc2Mapc, depending on PC it took for me ~ 1h
next i run "Write map for mobile device" and get a sqlite ~ 33MB, ZL 10-13
